Plans for an extension of a popular beach bar and diner could bring year-round trade, its owner says.

A planning application to put an extension above Billy Winters on Portland Beach Road has been submitted to Weymouth and Portland Borough Council.

It comes after an application for the extension of the establishment was refused in February last year due to the scale and appearance of the development.

The new plans are the brainchild of both Nigel Bloxham, owner of Billy Winters, and Fisher and Associates LTD, an architectural and interior design practice based in Dorchester.

Mr Bloxham said the development could create at least four full-time jobs and four to eight part-time jobs.

He added: “For us it’s all about sustaining jobs and increasing employment, as well as providing a local amenity that locals want. They were mortified that our plans didn’t get through the first time and were really behind us.”

Pictures of the plans show a second-floor extension, with a terrace overlooking Portland Harbour.

Mr Bloxham said the extension will help meet the current demand whilst enabling the business to grow.

If approved, the extension will also be used to host private functions.

Ross Fisher, Principal of Fisher and Associates Ltd, said: “After receiving a planning refusal in early 2018 for phase 2 of the expansion to Billy Winters, we have since been back to the drawing board to come up with a design that overcomes the landscape issues of the site.

“In working with Nicholas Pearson Associates and also Planning Base we have now come up with a new approach which still embraces the Billy Winters ethos whilst responding to its setting.

“We have completed and delivered our 3D model of the proposal to help people fully understand the design and how it responds to its environment. You can see the model first hand by visiting Billy Winters diner.

“Public support is paramount for the success of this project and we hope you see what a valuable asset Billy Winters has become to not just visitors, but also to local people particularly as this project could bring all year trade to the area.”
